What is a personal health budget?

A personal health budget is money, which an individual (or an advocate) uses to support their health needs. The individual, and the local NHS body develop a personalised care and support plan. This sets out the person’ health needs, the outcomes they want to achieve, the amount of money in the budget and how it should be spent. The individual can then use the money earmarked to purchase essential things such as medicine, equipment, and care as per the agreed plan.

See the NHS England Guidance on PHBs.

Who can get it?

  • People who are assessed as or are already eligible for NHS Continuing Healthcare (including fast track cases) as defined by the National Framework for Continuing Healthcare and NHS-funded Nursing Care November 2012 (revised)

  • The families of children and young people eligible for continuing care as defined by the National Framework for Children and Young People’s Continuing Care and have had a right to have a personal health budget since October 2014

  • In the case of children and young people, this refers to the element of their care package that would normally be provided by the NHS once they become eligible for continuing care, and not the elements of their package provided by social care or education

  • People and their representatives in receipt of NHS CHC or continuing care for children may take up their right for a personal health budget when their package is reviewed or when a new assessment is needed. Clinical Commissioning Groups must give due consideration to these requests
